Importing Pets to China


How do I bring my pet along with me?


This seems to be one of the most asked questions on the ShanghaiGuide.com website, so I've gathered what I can from the web and other sources and laid it all out below. Note that most of the information below on exporting your pet is targeted at Americans. If you have any other country specific info to add, please feel free to email me at Lawrence@shanghaiguide.com



Paperwork

Bringing a pet into China, is actually easier in most cases than getting the pet out of your own country. The reverse however depends a lot on your countries customs laws. Some countries allow you to take your pet out, but not back in again!
Check with your relevant government department before you go.

To bring a pet into China you need 2 certificates; a Vaccination Certification (which may be consist of multiple vaccination certificates depending on the animal type), and a Health Certificate.



The Vaccination Certificate

This certifies that all shots are up to date. This certification can be
included in the health certificate. 3-year rabies vaccinations are apparently not
recognized in China. All vaccinations should be within 30 days of departure.



The Health Certificate

A veterinarian in your home country should issue this certificate. There is
no standard form for China so your veterinarian should use the international
certificate. This certificate should be issued no more than 30 days prior to
your departure. Obtain multiple copies as you will also need copies for your
airline.




Cats

Shanghai is one of the few entry points into China for cats. Cats must be vaccinated against Enteritis (E3) within 12 months of arrival into China. You will need a certificate for Feline Panleucopania, and Feline Respatory Disease Complex Vaccinations.

In my situation, I was told that I would be able to bring my cat to China, but it will take a little work on the Chinese side to prepare to the way. The cat will need a lot of paperwork including of course a health ceritificate issued within ten days of departure for China. As for quarantine, I was told that China's policy is that animals must be quarantined, however, there are no facilities for cats, so in that case, in-house quarantine is required. What this means (I had to ask) was the cat will be permitted to reside with you in your home but it may not leave your home at all during the quaratine period. During this time, it is probable that an inspector will periodically check to ensure the cat is in your home.



Birds

Sorry, you can't import birds into China.



General Issues
You will need to check with your local vet / government dept about getting most of the documentation mentioned above. You may also want to get a (Simplified) Chinese translation made of these documents to help when you arrive. The chinese embassy in your country may be able to help, or provide details of a translator in your area. Make sure that the translations are certified copies.



Once you have these, you can bring over your pet.

The hard part now is finding an airline that will allow you to ship your pet safely. (Check the links at the bottom for companies that can help you with this).



Recommended guidelines for flying animals

The United States Department of Agriculture ("USDA") regulates air transportation of pets and requires that all pets be at least 8 weeks old and weaned at least five days prior to flying in order to be transported by air. We strongly recommend that you err on the side of safety and not transport any pet under 12 weeks of age. Additionally, ill, very nervous, pregnant, or older pets should not be transported by air. Certain breeds including Boston Terrier, Bulldog, Boxer, Chow Chow, Lhasa Apso, Pekinese, Pug, and ShihTzu dogs, as well as Himalayan and Persian cats should not be transported by air as these breeds are more susceptible to breathing difficulties caused by the thin air at altitude and could have problems.



Airport ground temperatures above 85 degrees F are unsafe for traveling pets. The USDA prohibits the shipment of animals where temperatures at either the origin or destination are below 45 degrees or above 85 degrees. Many airlines have further temperature-related restrictions. Allow up to two extra hours for check-in and, if your pet is not traveling with you in the cabin, arrival procedures. Each airline has their own rules and regulations, beyond the USDA's minimum requirements, concerning what types of pets they will transport and how they will transport them that you will need to discuss

Arriving
When you arrive in Shanghai you will have to declare your pet at the Customs Department.
Take your pet, fee and certificates to the Customs & Immigration Plant and Quarantine office at the airport - its located before the Customs exit. You will be charged RMB150, the certificates will be examined and customs will give you a stamped document allowing you to bring your pet in. Note that there is a mandatory 30 days quarantine period. You can usually keep your pet with you at home for this period however. Quarantine officers will come and inspect your pet during the 30 day period, and charge a small nominal fee.



Tip: Make sure that someone will be there at the office in advance when you arrive. It is recommnded that you phone ahead before you depart and arrange this.

Dog Registration

Last, but not least, if your pet is a dog, you will need to register it with the local police station when you finally move into your apartment.


The regulations are as follows:

All Dogs, whether bought locally or imported from outside China through a full quarantine, are required by law to be licensed.
Any foreign national, irrespective of whether holding a residents' permit or not, cannot register the dog themselves, it must be registered using the ID Card of a Local Chinese.

Application forms (which are in Chinese) must be completed and accompanied by three photographs: one of the dog's face, one side view of the dog and one passport-sized photograph of the owner.



Dog licence prices vary depending on where you live - the city is divided into two area's - inner ringroad, and outer ringroad. People living in the inner ringroad pay more - the current price to register a dog is RMB2000. People in the outer ringroad pay half that - RMB1000!.

Gubei and further out (towards Hong Qiao) is outer ringroad, anything closer to town is inner ringroad.

Pet Supplies

Cat litter, flea collars and some pet food (mainly the larger foreign brand names) are available in Shanghai. If your
pet requires a special diet, you should arrange for sufficient supply to be brought in with you. Pet food (Whiskas) can be bought in major stores and the Lawsons chain (a 7-11 style chain located all over town).

Some area's have implemented new rules for walking your pet - as a general rule now, you can't walk your dog on the street in the city (inner ringroad). This depends on your local district interpretation of the unwritten rules, so check with your local police station first, to avoid getting your dog confiscated!

I've added this in the main document section, but be aware that there is no longer a home quarantine due to SARS at the current time. Starting July 2003, animals arriving from oversea's must undergo a 15 to 30 day quarantine in Shanghai. The regulations only apply to cats and dogs. Pets (cats and dogs) will be quarantined at the airport for 15-30 days upon arrival. Pudong airport quarantine can be contacted on +86 21 6834 6012 for more details.

I would like to bring my two pet lizards (Argentine Red Tegu, Tupinambis rufescens) with me to china for approx. 6 months. They are pretty large (about three feet each, but as friendly as puppies.) Are there any special regulations for importing reptiles? Are there petstores in Shanghai that will sell me live/frozen rodents for feeding?

Here is some additional information for bringing in a dog to Shanghai. I relocated last week from Germany to Shanghai (12.April 2005) Before leaving I needed the State vetinary certificate for Rabies antibodies. My local Vet took the blood sample two weeks before departure date and the sample was sent to the regional approved labs in Munich. The original certificate was received 4 days before departure. My flight was booked with Lufthansa, the dog travelling with me was notified to the airline at the time of booking. Since my dog is only a small Maltese I took him in the Cabin. On check in at the airport I had to go to the ticketing counter and declare the dog as excess baggage - at 3kgs, cost was Euro 138.00. He was kept in a hard carry case (52 x 40 x 32 cms) and apart from take off & landing, was in front of me the whole time. On arrival at Pudong I went to the Quantine office located to the left side of customs - the office was staffed ( 10:00 am) - and handed over the rabies certificate - I had to fill out 1 form with name address etc and a local telephone number. The fee is now RMB 280.00, ( you will get 3 different receipts - 1x200 RMB 1x50 & 1x30). and you will also be given a form that is called "supervisory record for importing amimal". The dog should be kept in "quarantine" at your house or appartment for 4 weeks. I checked with the local quaratine inspectors about this form - you fill this in yourself !! but you are expected to do it seriously..after 4 weeks you call the quarantine office and they will send someone round to collect the form. There are basically 5 items on the form to be filled in 1x per week 1. Temperature - (I just put normal) 2. Respiration - (again normal) 3. Diet 4. Digestion 5. Fur. I have not got to the end of the 4 week "quarantine" period..but I will send an update regarding registering the dog and costs when I get to that point. Regarding the "quarantine" period - it is clearly not practical if you are living somewhere without a garden, to keep the dog inside 100 % of the time. I am living inside a compound and take the dog out 3 to 4 times per day but always on a leash and only in the compound.

Hi, We are moving to Beijing from Singapore in September for a 2-year assignment. We want to bring our cat with us, but we are not sure how long the procedure will be. Our cat is very domesticated, so quarantining him at home is definitely not a problem. Our concern is the vaccination period, 12 months before travel seems really long. After the 2 years in China, we might be moving to Canada. Perhaps the rules for bringing cats out of China would change then, but it would be helpful if you could advise us on the things we need to look out for to bring our cat in and out of China? Thanks!

I just want to add a correction to the registration of dogs in Shanghai. Foreign passport holders can register their dogs themself - local ID card is not mandatory. However, only one dog can be registered per household - prior written acceptance from neighbours are necessary too. Claus

We have a Boston Terrier and are considering moving to China for 2 years. I read above that Boston Terriers are succeptible to breathing problems in high altitudes. Does this include if we put him in a pet carrying bag and carry him on the plane?? If you are not sure, do you know who I could ask about this?? Thanks!

I have a medium size dog (a mix), my question is can you walk dogs in Shanghai. Some say they see them all the time, others say it is banned. If they can't be walked are they allowed in garden areas so they can do there business? Also various articles say home quarantine, others say that there are facilities for dogs & cats. Who is right? Hi, my family will be moving to Shanghai in a month's time and up till recently, i heard that China side has stepped up on the requirements of importing pets into the country. I was told that we'll need an agent to help us with the necc arrangements at the Pudong Customs (was told the customs fee is RMB1700, excluding agent fee! wow!). I have exported 2 dogs from Canada to China. The first one I took with me, the second one I flew her over alone. They only required to have rabies and their regular vaccines updated not less then 30 days and no more then 1 year. They needed a health certificate and it had to be stamped by the Ministry Of Agriculture vet withink 10 days of departure. The flew Air Canada and I had no trouble with the weather restrictions as one flew in July and one flew mid winter. The person who got the dog had a customs broker get the dog for him. The second one I am not sure who picked up the dog at the airport but the dogs were in home quarentined for 30 days. After the first time trying to get paperwork sorted out the second time was quite easy.

Hello, My husband is considering taking a position in Singapore for a couple of years. I have 3 parrots two Congo African Greys and one Orange Wing Amazon, and I'm curious if anyone has had any experience moving from the US to overseas with parrots. I see lots of information on cats and dogs but very little on parrots. Are they to be quarentined as well? What other rules and regulations are required for the move? Thanks!

Hello,I have a Pekingnese & Shitzu that I want to import from the US. I was wondering if the paper work by USDA/Veternarian/Health Certificate needed to be officially translated in simplified chinese for customs. I will be entering China via car from Hong Kong then either thru the Huanggan(Shenzhen) or Wen Jin Du Customs(Shenzhen) Also has anyone brought their pets via Car transport thru these Customs,how difficult was it for them? Also what are the regulations and quarentine for this city?

Hello, we are bringing our dogs from the US to Xian, China. If we fly via Shanghai with a connecting flight to Xian, will we have to take care of the quarantine paperwork in Shanghai or is it done once we arrive in Xian as Xian is our final destination? Does anybody have up-to-date information regarding the fees and paperwork we will need? Thank you

Hi. I find your site very useful. I am currently living in Nan Chong China and will go back to the U.S. for the summer. I was wondering if you could give me information about all the laws and what all I need to do to bring a pit bull puppy to Nan Chong China. We just flew our pet Maltese into Shanghai from Singapore 1 week ago in Oct 2005. You will require the following if your Dog is coming in from Singapore:- 1. Apply for an export license from AVA. The License is valid for 1 month. 2. Sent your dog for a health check within 7days of departure. The vetinery will produce a health certificate, of which you will need to sent to AVA to have it convert into an internation health certificate. 3. Singapore is a rapies free country. Your pet dog will need a rapies prevention jab. 4. Vacination must be within 6 mnths from departure date. 5. My pet Maltese flew on SQ together with a passenger. You will have to make a reservation with SQ for a space in "1st class cargo" 1 week in advance. And you pay the charges of an excess package, which is around S$20 per KG. The cage must be airline approved. 6. Upon arrival, pick up your pet from the conveyor belt like any luggage and bring your pet dog to the quarantine room, which is located in front of Belt 9 at Pudong international Airport. 7. You have to provide the following docs:- Health Certificate Export permit Vacination card with proof that your dog has the rapies prevention jab Copy of passport resident address and contact details in Shanghai RMB280 Thats' all, and my pet Maltese named Way is happily being quarantine at home.

My husband and I will be moving from Thailand to Guangzhou (China) next year and we want to bring our dog with us. She is a Siberian Husky, 6 years old and we are very afraid about the quarantine period. She could probably died being on a kennel. Do you know if the "home quarantine" is available in Guangzhou. Hi, I'd like to ask Andrew Holden or anyone who knows airlines flying to Cina & allowing you to take your dog onboard. My dog is 2kg. so normally it wouldn't be a problem but I checked with Cathay Pacific and they, for example, don't allow pets in the cabin. Also does anybody know which is the most relaxed EU country to fly back to from China? Anyone's ever flown to Guangzhou with a dog? Thank you for any comments and help. Renata

However, my question is - if one is not yet a resident in Shanghai(in the process of company registration, residence permit & working visa)can we bring our pets from Hong Kong without an "import permit" at this stage? Indeed, is an import permit required at all? Dragonair are asking for an import permit? Thanks for your help. Arnold
